SOMA 2014

OUR PROGRAMS FOR 2014

We hope to continue this year the unfinished programs, projects and activities which we started last year.

In health, it is our desire to enroll every Gigaquitnon in the Philhealth program to complement the program of Pres. Aquino covering every Filipino as Philhealth beneficiary.

We hope to make operational the supplementary baby food production program with the P5M allocation provided by the Department of Science and Technology as part of our nutrition program. Gov. Sol F. Matugas personally chose our town as the recipient of this project. We will construct two nutria-huts also under the nutrition program and the half-house for those who are assisting women awaiting delivery of their children.

The loan application we made with the Municipal Development Fund Office for a potable water supply system is approved by that office in the amount of Php42.5M and as up now we are waiting the issuance of the opinion of the Monetary Board of the Bangko Sentral Ng Pilipinas, after which MDFO will make the initial release of the loan proceeds. We hope to be able to start the process of Implementation of this Level III potable water supply system with this loan.

We will start next month the implementation of our 2013 and 2014 Bottom-Up Budgeting (BUB) funded projects. We are also starting to make the rounds of the five rounds of barangay assemblies prior to implementing our Kalahi-CIDSS-Pamana projects for this year for every barangay.



We have begun implementing the Php5M various livelihood projects under the presidential fund of the Office of the Presidential Adviser on the Peace Process (OPAPP) at the LSASICAM area. This is part of the Php40M OPAPP fund allocated for the LASICAM farm-to-market-road. Again, this allocation for the farm-to-market-road was given by Gov. Sol F. Matugas to Gigaquit. If plans do not miscarry, Gov. Sol asked AYL mining company to allocate Php25M for livelihood projects in the LASICAM area, to which AYL acceded.

For this year, a bridge will be constructed to connect across the Baoy River at Lahi-Sico-Sico with a programmed funding of Php450M of which the sum of Php210M will soon be released. The survey on the project has been finished and the initial activity of the pile-testing has been started. This bridge is a continuation of the LASICAM farm-to-market-road project.

We hope to finish next month the concreting of the San Isidro-Mahanub farm-to-market road in the sum of Php10M. it is expected that in the next quarter this year we can convert into a concrete road the San Isidro-Pili-Pangakbanan-Can-isog FMR.




Likewise, at the beginning of the 3rd quarter, the concreting of the Poniente-Dongon FMR and at the end of the 3rd quarter the concreting of San Isidro-Calubihan-Villafranca FMR will be realized.

We have been awarded the Siver Seal of Good Housekeeping by the DILG for which we received Php1M for the concreting of the Alambique-Canlagsic FMR. This is the Performance Challenge Fund, of PCF. Under the BUB program, the concreting of a portion of the Hinambuyan-Canlagsic FMR will be done.

The improvement of the farm-to-market roads is given priority as a support program on agriculture which is the basic livelihood activity of at least 80% of our people. It is hoped that agriculture complimented by tourism will increase our income. The Bureau of Fisheries and Aquatic Resources has assessed the Borason Fish Sanctuary and has recommended it as dive site for tourists.

Thus, in tourism, we will implement next quarter the Cuyapnit cave development project with the Php10M funding allocated by the Tourism Infrastructure Enterprises Zone Authority (TIEZA).

We will pursue the operation and maintenance of the Borason Coral Reefs and the Cagban Islet fish sanctuaries which had been the sites recommended by  our funding agency, the Mindanao Rural Development Program, for bench marking by the other municipalities with similar projects. The Bureau of Fisheries and Aquatic Resources has assessed the Borason fish sanctuary and recommended it as dive site for Tourism. We will continue to celebrate the Gakit, the Las-ay and the Jinawa Festival as tourism come-ons.

We are assisting Global Sibagat Hydropower Corporation to get a permit from the Department of Energy (DOLE) to put up a hydro-power plant at barangay Camam-onan which can generate 12-15 megawatts, enough power to provide for the entire province. We hope this proposal will meet the positive response of DOE.

Finally, we will continue to deliver the basic services of our various departments and offices. For instance, on solid waste management, we are buying the lot at Mahanub for our eco-park and we will buy a pulverizer so that our solid waste management program will be fully operational. On disaster risk management, we will pursue trainings in every barangay for rescue volunteers during calamities. We will buy additional equipment for rescue operations.

We hope to acquire a brand new fire truck from the Buruea of Fire protection and for this purpose we are buying a lot to be the site of the proposed fire station.

All of what we will accomplish will be with the strong and committed support and cooperation of all the stakeholders in our municipality. In particular, the political officials of the Honorable Sangguniang Bayan and the Barangay Captains and the members of the Sangguniang Pambarangay. The department and office heads of the LGU who are our able partners. The assistance of the functionaries in our national government offices is most welcome always. The civil society organizations whose intense involvement is best seen in the success of our programs will always be sought.

SOMA 2014

Last March of 2013, I stood on this same platform afforded to me by the Honorable Sangguniang Bayan of this great municipality, our beloved Gigaquit, to deliver my State of the Municipality Address better known as SOMA, to report our accomplishments of the year 2012 and our plans and programs for the year 2013. Today I am privileged to render my report of accomplishments for the year 2013, courtesy of the Honorable Sangguinang Bayan. For this, I thank the Hon. Vice Mayor Randy G. Coleto and the Honorable Sangguniang Bayan members, DOMINGO D. CUBELO, ELIAS T. BORJA, MAMERTO L. SEBIAL, LITA P. PARBA, DAVID P. FUGNIT, JR., ALEX C. NATAD, JAIME A. ADLAO, ALVIN A. EGAY and LIGA Ng Mga Barangay President RODULFO B. GESTA.

I also thank you all for your presence in today’s event – the Barangay Captains and the barangay officials, the public and private school teachers and their students, the Civil Society organizations and the general public. Your attendance is an indication of your intense desire to be our partners in governance and development.

Let me now begin by looking back at our town‘s Vision as crafted by the various stakeholders in our town.

“A healthy and empowered people living in a well-planned safe and secured community anchored in a developed and sustainable economy run by a corps of morally upright and accountable local officials”

The vision statement pictures the desired qualities of the Municipality in terms of the quality of the people as individuals and as a society, the nature and the capability of the local economy, and the capability of the local leadership.

Gigaquitnons are empowered. This is said to have been achieved when public consultation and participation in the decision-making process and in the planning, implementation, monitoring and evaluation of government programs and projects are done regularly. The Community driven Development (CDD) character of our activities ensures people empowerment.

In view of risk reduction and climate change adaptation, Gigaquitnons are transformed into a disaster-prepared citizenry where they can be immediately mobilized in times of crisis/emergency. The government, private sector and civil society are involved and they pour resources in hazard risk reduction and adaptation actions to make the municipality a safe place and its communities resilient. (MCLUP/DRR/CCA). This is seen in the Municipal Comprehensive Land use Plan which integrates Disaster Risk Reduction and Climate Change Adaptation and we finished crafting this vital document only last year.

Likewise, there is strong advocacy for public interest issues such as social welfare and poverty reduction, social justice, health and sanitation, gender equality, shelter and housing, environmental concerns and the like.

NATURE OF THE LOCAL ECONOMY

The Municipality of Gigaquit’s economy is envisioned to be developed and sustainable. This can be attained first of all by recognizing the fact that:

a.   To be developed the Municipality of Gigaquit must modernize its agricultural sector through the application of mature and appropriate technologies in the production and post-production phase specially for rice and other grain products, and
b.   To be sustainable it means ensuring continued education and application of modern technology and necessary support infrastructure and services.

STATE OF THENATURAL ENVIRONMENT

          We envision living in an environment that is clean and safe. A clean environment would translate to a municipality where all types of waste are properly disposed of, and where air and water quality is way above the standard of acceptability.
          Because of this realization, Gigaquitnons envision their natural environment to be restored, its natural resources developed to its full potential. As a result, its natural attractions come to fore and residents become identified once more with its beauty, wonder and splendor.

CONDITION OF THE BUILT ENVIRONMENT

A.  Creating a planned and orderly community means that Gigaquitnon’s identify and develop suitable areas for urban expansion in the form of mixed-use growth nodes that are relatively safe from natural hazards. Other success indicators include:

1.   Increased efficiency of the circulation network with new roads and bridges constructed, existing ones rehabilitated, the public transport system rationalized, and decentralized multi-modal transport terminals provided such as ports;
2.   Improved quality and quantity, and increased affordability of water supply, power supply, telecommunications and interest services; and
3.   Adequate and effective drainage, sewerage and flood control systems.

B.   Taking into consideration the natural limits and constraints inherent to the land resources of the municipality, desired condition of the built environment is the development of safe forms and settlement patterns away from identified environmentally critical areas and resource reserves such us wetlands and swamps. As for existing built-up areas, appropriate measures will be adopted to reduce building vulnerability and society risks, disruptions especially from floods, coastal surges and rainfall and earthquake induced landslides and from climate related risks such as sea level rise, etc.

CAPABILITY OF THE LOCAL LEADERSHIP

A.  STRICT ENFORCEMENT OF LAWS
Laws are rules of conduct established and enforced by authorities supported by the people. We are committed to enforce the laws so that Gigaquitnon’s can live in peace in a just and orderly society.

B.   COMMITTED GOVERNMENT OFFICIALS
The Municipal Government shall maintain morally upright and competent civil servants who are committed to put public interest at the forefront at all times.

C.   EFFECTIVE, EFFICIENT AND RESPONSIVE MUNICIPAL GOVERNMENT
Gigaquitnon’s hope to have an effective, efficient and responsive municipal government. Effectiveness means that the Municipal Government is able to deliver appropriate services if and when needed. Efficiency relates to the economy in time and cost in delivering public services. Responsiveness refers to the relevance and timeliness of the local government’s response to problems as they arise.

D.  STRENGTHENED LOCAL GOVERNMENT CAPABILITY
The Municipal government of Gigaquit is a capable local government institution. However, there are some areas of local governance that need to be strengthened such as the technical capability of its human resources and system capability of its organizational structures.

E.   DISASTER-PREPARED LGU AND CITIZENRY

Gigaquit is known to be located in an environmentally critical area. However, the occurrence, frequency and magnitude of natural disasters are unpredictable. Therefore, it is imperative for the Municipal Government and the Citizenry to be prepared at all times.

As in previous years, activities, programs and projects undertaken by the administration for the year 2013 are geared towards the realization of our vision and alleviation of the living conditions of the majority of our constituencies.

With the province of Surigao del Norte identified as one of the poorest provinces in the country, Gigaquit as survey showed is also one of the poorest municipalities of the province with a high 72% of the total households earning below the present poverty threshold of Php12,000.00 per month for a family of three.

With the municipality’s meager funds for development (20% DF) of only Php 10,000,000.00 per annum these annual accomplishments could not have been made possible without the support of partner agencies and through proper budgeting and fund utilization.


For the year 2013 we have managed to implement multi-million pesos worth of both infra and non-infra projects that would support our efforts for poverty eradication and these are to wit.
